troubleshooting Question

ODBC-less connection with VBA on WIN 7 64-bit

Running WIN 7 64-bit SP1 OS.  
Oracle 10g client is installed.   Connecting to a 10g Oracle database.
This code previously worked on XP OS.

Problem:
When running VBA script with following code:
If strTNSName <> "" And strUserID <> "" And strPassword <> "" Then
        ConnectString = "Provider=OraOLEDB.Oracle;User ID=" & strUserID
        ConnectString = "Provider=MSDAORA.1;User ID=" & strUserID
        ConnectString = ConnectString & ";Password=" & strPassword
        ConnectString = ConnectString & ";Data Source=" & strTNSName
       
        Set ADOConn = New Connection
        ADOConn.ConnectionString = ConnectString
        On Error GoTo DatabaseConnectionError:
ADOConn.Open
...

Goes to error handling when ADOConn.Open code is executed.
Also noticed if I added err.description, the return was null.
