I have a Windows XP machine with dual NIC cards.  I need to delay enabling, or the starting of,  1 of the NIC cards due to the fact of my software is trying to bind to the wrong one, even though the correct NIC is first in line.  The fix right now if the computer reboots is, closing the software, disabling the second NIC, restarting the software which attaches to the first NIC, then enabling the second NIC.
