troubleshooting Question

Cisco Unified Call Manager v8.6.2.2208-1

A users 800 number works when dial internally.  It also works when I call from my cell phone.  However, when a customer calls it responds with an "Out of Service message"?

I've compared her line settings to other properly functioning 800 numbers and the settings match.  I don't know what else to check regarding this?
