Upgrading SBS 2003 to 2012 Hardware Configuration Question

It is time for us to move from SBS 2003 to 2012. We are a small company with less than 10 users and on a budget. What is the proper processor/hard drive/memory for a company on a budget?
Dell has a server with 2g of memory but says that 16g is "recommended". Quite a spread. Looking for suggestions on what to buy.

Mostly use it for DHCP, firewall, email etc.
