Google Apps Sync for Outlook download problem

We have a new Ultrabook with a Solid State drive that continues to fail on the Google Apps Sync for Outlook download. After doing the download from the Google site, the Outlook Migration tool downloads successfully, but the Apps Sync for Outlook continues to fail. This is a brand new laptop and I do not need the Outlook migration - I just need to sync the Google for Government Gmail account with a newly installed copy of Microsoft Outlook. I first had Outlook 2013 installed and thought that may be the problem as Google only recently started supporting 2013. So, I uninstalled 2013 and installed 2007. I have successfully used Google Apps Sync for Outlook 2007, 2010, and now even 2013 - but this Dell Ultrabook continues to fail at the download of the Apps Sync. Just yesterday, to prove this out, I successfully downloaded the same download onto a Windows 7 computer running Outlook 2013. All computers are Windows 7 Professional and we have successfully used this Apps sync before with Windows XP. I am very frustrated, downloaded Google's Sawbuck Analysis tool, submitted the Captured data twice through the Google Requested submission page and have heard nothing. The only difference is that this laptop has a solid state drive. Can this be a problem? Antivirus/Firewall turned on and off - no success. Tried the download wirelessly and connected to a 3.0 USB port replicator/docking station with Ethernet connection. Do I need to manually uninstall the initial download from the registry? Do I need to give up on Google and find a third party app that can sync the Gmail and Calendar to Outlook? I saw one mentioned that cost $20, but I can't find it again now. Desperate here ... as this is a business need. Thanks -Greg
