What is this file after Windows updates?

After getting 3 new Windows updates (Vista) I noticed a new icon on my desktop.
Not colorful and bold black like the rest but rather light gray and it can barely be seen.
It's is called desktop.ini and has a small "gear" on it like you see on Facebook and Hotmail, Google, etc.

I opened the file and all that is there is this:

LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21799
