tracking phone or GPS

I have a client that rents out house boats, sometimes his clients get lost and they call in for help/directions. My client is asking if there is a way to track his boats or his customers by their phones to help them out. I found this: http://www.traceamobile.com/
but it involves asking the customer for their phone sim number which he rather not.
I know we can use GPS on the boats which is costly but may have to do. Any suggestions out there?

The problem is that everyone has different phones and not all of them have GPS capabilities. The free Track my iPhone app works great for Apple phones, but you still have to access the clients iCloud account to find the phone.

Your client might be better off just putting an inexpensive Garmin GPS in each boat. Amazon has the Garmin nüvi 40LM 4.3-Inch Portable GPS Navigator with Lifetime Maps (US) for under $100 each. This solution does not require any monthly charges.

you could install a GPS tracker system on each boat
with a control system at the office
we used this on company vans for a variety of purposes
after the initial cost the ' tracking' was up to the company
