How to Change the Password Policy on the SBS 2008 option - is grayed out

I have a small network of 11 users on a SBS2008 server network. The users have very secure passwords and do not want to change them every 180 days (which was the setting at build).

I am already aware of these instructions

- Click "Start" and type "gpedit.msc" in the text box. Click "Enter."

- Navigate to "Computer Configuration\Windows Settings\Security Settings\Account Policies\Password Policy."

ISSUE: When I attempt the change the setting to "zero",  the box is "grayed out"
I could go to AD Users and computers and manually set "password does not expire" but I shouldn't have to do that.

Can someone explain why this feature is grayed out?
