Outlook 2010 Autocomplete not working

We have a user who was recently upgraded to Outlook 2010 from 2007. The autocomplete feature is not working. I have tried all the troubleshooting steps I found online for this issue with Outlook 2010. I have also tried recreating the users Outlook profile. The weird part is that if I log onto another system as that same user the autocomplete issue will follow them. I don't think I have any GPO settings that should effect this. No other users are having this issue. Is there anywhere else that could effect this on the Exchange server side of things? We are running Exchange 2010 all up to date with the rollups and service packs. Thanks for any help!

It's not a matter of importing the old file type. In the beginning that was done. Thank you for your comment but the problem is the autocomplete history will not save. The user is ok with letting the autocomplete cache rebuild and starting over again. Even if I start with a new fresh Outlook profile and and the user starts working in it the autocomplete will work but when the user closes outlook and reopens it all the autocomplete data that was created is gone. Also I want to mention the user profile is not a roaming profile. It is local to his laptop.

Please make ensure that the box is checked to use the Auto-Complete List.
I have just took a look at step 2 and I have already tried that on the client. Also the Auto-Complete List box was checked. Wouldn't think be client settings local to the system you are running on? Like I said if I log onto a different computer with this user the autocomplete issue follows. That is why I asked if there is anything at the exchange level. When the user is available I will try to repeat step 2 just to make sure I didn't miss anything but it still confuses me as to why it happens with the same user on different systems.
So according to you if you log in on this same computer with different username then it will work perfectly fine?
On the system that has the issue I have logged on with a different user and it works fine. Now I know that their roaming cache file is under their local profile under C:\Users so I expected this to be the case. The weird part is on a different computer (that the affected user has never logged on) I use the user with the issue's user account and log on. Like I said this is a completely different computer. The users profile created on the system and then I launched outlook. I provided the client with the users settings and it built the new outlook profile for them. Once everything was done I sent a few test emails. Autocomplete was working fine. I closed out look and reopened it and autocomplete seemed to reset once again and my cached test addresses where no longer coming up. This was a completely new computer for that user I tested with.
It seems the issue is with user account only. Please double check there is no policy running on this account from server or this users is not using roaming profile. Till then i'm also looking for solution as its more curious to resolve this problem :)
Thanks for your help. I will double check. When you say policy are you talking about AD GPO or Exchange policy? It just seems weird if it is a policy I would think any other users with the same policy applied would also have this issue. Guess I got to really dig in. haha Thanks again!

One more thing: Also try to repair PST of user from server, it may be the reason or it can fix the problem.

But First Try to repair the PST of user, it may be corrupted.
AD GPO is pretty clean and standard. I don't think it's coming from there. That link you just added looks like something I was thinking it could be. I will read up and troubleshoot. I'll let you know. Thanks
Solution 2 worked for me. I cleared the use autocomplete checkbox then applied the settings, went back and clicked the “Empty Auto-Complete List” button, applied changes, finally I went back and rechecked the button for using the Auto-Complete List. I tested and all worked fine. Thanks again for the help you answered quickly and helped me narrow it down. cheers!
