rsync apparently not restarting with partial file

I am running the following rsync command to copy local files to a remote host.

rsync -rtvz --delete --partial /mnt/localBackup/ myHost.com:/mnt/OHPRSbackup

This rsync command is inside a retry loop so it will retry the rsync if it fails. The connection is not great, so it often drops during the copying of a large (102G) file. The problem is that when it restarts it does not appear to resume at the connection-lost point, even though I've specified --partial. It starts all over from the beginning. Consequently, it appears that this file will never end up getting copied. I have a completely different set of hosts where the --partial seems to work fine.

Does anyone have any idea what could be wrong?

Linux kernel 2.6.37.6, rsync version 3.0.8
