A way to minimize network traffic, will this work?

Dear experts,

 I want to minimize the network traffic as more as it is possible, take a look over this t-sql

SELECT case  WHEN LPrgBlockID<32767 THEN CAST(LPrgBlockID AS smallint) ELSE LPrgBlockID END AS LPrgBlockID  FROM dbo.LPrgBlocks

  LPrgBlockID is int , but there will be few years until it reach a value bigger then smallint and this will happen only for biggest customer. The SQL I provide will transfer LPrgBlockID as smallint, is that correct? And other question is – what if in the result there is a record with value 10 000 and other with 40 000 – then how the real data in transferred via IP?

 I use SQL 2008, may be in next years it will be 2012
