Exchange 2010 new email notification needed

We currently use Exchange server 2010 service pack 3

We  deliver all detected spam email into the quarantine mailbox.

What we need is a way to monitor the delivery of new emails into this mailbox and to send a notification message to an internal mail distribution list so that a member of the IT department can then view the message and determine who it should be delivered to.

Is such a thing possible?  From what I can see with the transport rules I am unable to do this.  I can copy or forward the email to recipients but this is not what we require.

Not sure if we need a transport rule or some external script , possibly powershell to achieve this.

if you are using third party or Forefront Server  as spam protection for exchange , we can configured as sending administrative notification

No,  we are using the content filter built into the Exchange edge server.
