CSS Layers Hidden by Table Background

We have a webpage we're working on that uses CSS layers. Do to one of the requirements, one of the layers has to be inside a table cell. When we put it there, it positions fine, however if the table (or the cell) has a background color (or background image) our CSS layer is not visible. It is almost like it is behind the table, and the only way it can be seen is if the cell is transparent.

I've tried putting style="z-index: -10;" in the table properties and/or the TD properties, but it didn't seem to help.

I'm not a web designer by trade and am just tweaking some things in a layout, so I could definitely use help on this as I don't know what I'm missing.
