Unable to browse any web sites

IE9, Windows 7. I am able to ping hosts on Internet, but not browse to using IE. Tried the following to no avail: disable add-ons, clear history/cookies/etc. Tried installing malwarebytes, but updates result in "Not responding". All firewalls - Windows and Kaspersky - are disabled.

What if using Chrome, FireFox etc.?

Might be these browsers (portable version without install available)  give you some hints.

What security software are you running?

Boot up in safe mode with networking.  Now, could you update MBAM definitions?
ping by ip address or host name

I would download virus software to bootable cd and run and see what happens

It's a remote computer and users are not exactly know-how type. They claim they booted in Safe Mode with Networking, but I can't see computer now. Should I be able to RDP when it's in safe mode with networking?
have them install teamviewer and you install it to.  Then you can get in with safe mode
It will be too much to ask, believe me. We usually re-image computers at this point. Thank you all for trying to help.
