Windows 2008 R2 unresponsive if logon

Hello,
One of my servers Windows 2008 r1 sp1 works only if nobody login on it.
If I try to login via RDP or in console, after inserting username and passord the server becomes unresponsive.

On monitor I can see a blue swirl next to the word "Windows" but is not animated.
Every shares or service goes down, I can just ping. The console freeze.

In safe mode I can login without problems.
I've tried to login with network cable disconnected, using a local account instead a domain user, I've also installed hotfix KB2578159...nothing resolve the issue.

When the server hang I've to reset it by power button.
After restarting the server , all services and shares goes and users can access but nobody can login to the console or via rdp otherwise it freeze again.

It seemes something related to winlogon process or video driver.
Nothing in event viever obviously.

Does this happen regardless of the login account being used?
this seems to be an issue related to applying Group policies on that server (might be anything else but from description above my best guess is GPO).
Check if that server is able to communicate with domain controller (run command - "set logonserver" to see if it is going to correct DC), wmi service is up and running. If there is any log in event viewer related to GPO, you can try re-building wmi repository - http://social.technet.microsoft.com/Forums/windowsserver/en-US/8ed26d46-9994-4052-a307-5b071805aea8/wmi-corrupt-how-to-reinstallrepair
