match first then second instance in a row

I have a list with some multiple charges descriptions.
The second page is tracking.

I need to pull over the descriptions into the second tracking page.
However, there may be multiple charges with different descriptions.
In these cases, I need to pull over the first into column b, the second into column c....

I included the sample workbook with charge sheet & tracking sheet.
