Typically this is caused by changed or expired passwords and the cached credentials in the computer are not updated because the password was changed externally to the computer.

Does it say the computer is logged in but press CTL+ALT+DEL to unlock the computer?

Check the screen saver timeout, there is a box to display logon screen on resume.
If it's just a credentials box that pops up it could be because UAC (user account control) is set too high and it's prompting them when they try to do anything that UAC controls. If that's the case try lowering the setting.

It is more an Outlook/exchange thing, I am thinking it is when it switches protocol from RPC to TCP. and the radomness is really happening on send/receive
