IE 10 blocking file download on Windows 2012 VM generated from template

I'm using the RunOnceEx reg key to have IE automatically launch the download of an agent I want installed on each VM I generate from a template I've created. The agent version changes regularly so I don't want to include it in the template.

While this is working, the default IE 10 settings prevent file downloads, breaking my intended automation.

Is anyone aware of a quick registry tweak that would allow me to change the default behavior of IE 10? Alternatively, a way of specifying the URL I'm pointing to in the RunOnceEx value is safe and therefore not subjected to the file download block would work as well. Both methods would have to survive the sysprep process.

I don't want to get into fancy IE 10 or Windows policies if I can avoid it.
