Out Of Office Reply not sending OOOR

Out Of Office Reply not working for external emails. it works internally but not externally. Users on the inside can receive the OOOR email but external email addresses don't get anything.

Under Organisation Configuration > Hub Transport > Remote Domains, make sure you have "Allow external out-of-office messages..." enabled.

I have checked these settings and they are enabled as expected but it has 3 different settings.
