CX700 unable to get to Setup Page

My company just purchased a CX700 SAN and I'm tasked with setting this up.  We purchased it used and I really am just starting to learn this.  First task is to configure the basics.  I've got the unit to apparently boot from the first 5 disks of DAE0.  But I have a couple of questions.

The SP fault light on either SP never stops the 4 blinks per second that is described as "BOOTING" phase.  Is this normal?

And when I create the PPP connection and point a browser to 192.168.1.1/setup the page comes back "unable to display, connection closed"  I've never been able to get anywhere beyond this point, which seems to be so easy for everyone else.

Suggestions would be greatly appreciated.

No - it means that the array hasn't booted. That would suggest (along with your opening comments) that you haven't found the first five drives. Did the array come with its original disks in the first five drives? If not, contact the seller and get them. If the array came with the first five drives, locate them and put them back where they came from.

Follow the instructions here: http://www.experts-exchange.com/Hardware/Servers/Q_27971238.html to identify the vault drives.

That's because the array hasn't booted yet. Once its started up, you'll get the setup page.
