Exchange 2010 Outlook 2010 Cached mode Folder last updated (previous day) connected to Microsoft Exchange

Microsoft Exchange Enterprise 2010 SP2 RU6
Microsoft Office Pro Plus 2010 (32 bit)
Outlook 2010 ver 14.0.6129.5000 (32-bit)
Windows 7 Ent Sp1 64bit

Cache Mode
Kerberos authentication (manually set on client)

Outlook client status bar
"This Folder was Last updated on 8/26/2013.   Connected to Microsoft Exchange"

Inbox does not refresh - displays emails/inbox as of the previous day or last outlook close.

the Microsoft exchange connection status shows the 1st Foreground connection but nothing else.

Issue only presents itself on first load in the morning.
Happens with outlook in safe mode
No other apps are open on the Win7 desktop PC
If the user waits 30 to 60 minutes, Outlook will eventually connect

if the users closes outlook and re-opens, Inbox refreshes/updates immediately

if the end user presses the "Reconnect" button in the connection status window, inbox refreshed immediately.

We've considered the possibilty of an .OST issue, but the issue re-appears/returns within a month of re-creating the .OST files.

Re-creating .OST is for now our workaround and/or stop-gap measure.

Are there any other reports of a similar issue with outlook 2010 client and Exchange 2010 in cached mode where the Inbox fails to refresh when first opened in the morning?
