Free development environment

I have a few clients who are using and I wanted to develop a C# app to help them do a few things on the data.  However, I want to do my development/testing in a sandbox environment first.

Does anyone know if this is possible (preferably for free)?

Never used the product.  I'm guessing you want a local sandbox to develop outside of the clients system.  If no other Expert knows, I would contact salesforce directly to see what type of licensing they have for developers.

It looks like the product has sand boxes built in if your clients are running the correct product:
Sandboxes are available in Enterprise and Unlimited Editions.

You should be able to develop new apps under their license.
