Does anyone know a freeware performance monitoring package to raise alerts for poor performance of a SQL on daily/hourly basis?

Oracle have ADDM report. AWR/ASH reports could be produced on click of a button for performance analysis.

SQL server do have DMVs but they don't have historical information. In case yes how do I extract them?

There really isn't a SQL Server analogy to those reports.  The best home-gown solution would be to run the DMV's you want on a schedule via a scheduled job and dump the results into tables of your own creation.

While there are commercial packages our there that do this I don't know of any freeware.
