how do i get xterm to run on windows 2003 server

I am using windows 2003 server to ssh into a linux server and install oracle. Can someone tell me what command I need to execute in order to get the GUI to display from the command line. Xserver is not running and simply clicking on the icon is not doing anything.I am new to using cygwin.

Use startx from the ssh screen.
