Permission Denied to Directory on FTP

I can't login by FTP to a site that is currently being hosted as a web site on IIS on Windows 2008. The error that I get is

421 Permission denied to home directory.
Error:      Could not connect to server

I can login to another folder (the old version of the web site) without any problems. What kind of security on a folder would prevent FTP from accessing it?

you should probably logout and keep doing it till it works.
You should check the NTFS permissions of the directory that is hosting the files. If you authenticate against IIS than make sure the directory, such as c:\inetpub\ftp, has that user or a group that that user belongs to listed under the security tab with appropriate permissions. Also make sure that the user isn't a member of a group with explicit 'deny' rights on the directory.
Is this on a server? Which Version?

These should be permissions for \inetpub\ftproot

1) CREATOR OWNER      (Special permissions Equivalent to Full control). Applies to subfolders and files only. Inherited from \inetpub.
2) SYSTEM       (Full control)      Inherited from \inetpub.
3) Administrators      (Full control)      Inherited from \inetpub.
4) Users      (Read & execute List folder contents Read)      Inherited from \inetpub.
5) TrustedInstaller      Full control      Inherited from \inetpub.
