I want do the following additional installations:

1. Install SP3 x64
2. Install a second instance of SQl Server Express

Tell me everything will be okay. lol

You can install the second instance first, make sure that you select new installation and named instance during the installation. Later you can install SP3 for both the instances

Right now, I have a pop up from Microsoft wanting to install sp3. If I can install sp3 now and then SQL Express later please give me an okay to do sp3 now which is a t my door step.

Otherwise, I will cancel it and do sp3 after installing the express version first.

I would go with this if you need to have another instance, otherwise the server update manager will pop up as soon as you install express edition. Anyway its your call
After accepting to install sp3 and rebooting the laptop, I sill have:

Microsoft SQL Server 2008 R2 (RTM) - 10.50.1617.0 (X64)   Apr 22 2011 19:23:43   Copyright (c) Microsoft Corporation  Enterprise Edition (64-bit) on Windows NT 6.1 <X64> (Build 7601: Service Pack 1)

what action do I need to take to see it change to:
Microsoft SQL Server 2008 R2 (SP3)...
