Is there SP3 for SQL Server Express?
At: http://www.microsoft.com/en-us/download/details.aspx?id=30438
It says:
Microsoft SQL Server 2008 R2 Express with Service Pack 2 is a free and feature-rich database for developing and deploying SQL Server 2008 R2.
But I need to have SP3. So, do I look for Microsoft SQL Server 2008 R2 Express with Service Pack 3.
Or, I just do this installation and then add SP?

You can do this in both the ways. If you want to install both base build and SP3 in a single shot, you need to slipstream them. More details in below link:

(Same holds good for SP3)
The other way is to install the Base build first and then install SP3.
