Exchange 2003 Public Store included in Storage Group Limits?

We have an exchange 2003 Enterprise environment. Right now I see 3 storage groups, each with 5 mail stores and 1 public folder group with 1 public folder store.

When I try to create a new storage group, I get the message "This server already contains the maximum number of storage groups allowed".

I thought 2003 enterprise allowed 4 storage groups with 5 mail stores in each? Is the public store included in the number of storage groups?

If you are using Exchange Server 2003 Standard Edition, each Exchange server can have one storage group, which contains one mailbox store and one public folder store. If you are using Exchange Server 2003 Enterprise Edition, each server can have up to four storage groups, each of which up to five databases (either mailbox stores or public folder stores).
