Can you use the free version of SQL as part of installing ADFS?

We want to set this up as high-availability and I understand that you need to create a mirrored database. Can you use the free version to accomplish this?

If you are dealing with an environment with less than 50,000 objects then SQL Express is fit for purpose.

No, the Express Edition can only be used as a witness.

So you would have to have one SQL Standard license and you can use SQL Express for the other or does it mean you have to have 2 x SQL Standard licenses?

Again, you cannot use EE for mirroring, both the principal and the mirror servers need to be at least Standard. You can use it as a witness though, so you will need 2x Standard and 1 EE.

You should also ask this in the SQL section, I'm sure the experts there have a lot more experience with SQL HA.
