and many classes begin with sp_

could this be a php framework or library

It could be pretty much anything. It's up to the developer of the code to name their classes however they like. It could be the initials of the developers name, the name of an application. Impossible to tell.

It may be the written developer own library. I never seen this kind extension in the popular frameworks... Try to go through the docs if any on the source code.. even links, or standards etc.,
