Is it actually hanging or just taking a while to update? As if there are a lot of changes it could take a while to load and CMD might not feed this back through the console so it looks like it has crashed.

Other than that can the client see the Domain controller and Group Policy server?

Is there any performance problems on the servers at all or are they running fine?

It is hanging - for days - the server is a sbs2008 and its running fine (if they ever can ;-o )
Can you try and run dcdiag on the DC and see if there are any errors on there?

Is this Windows 8 and Windows 2008 server issue?

Either one this sounds like you have a shutdown script setup to run.
Seen this message hang up a Windows 2008 server for a long time.
Found the shutdown script to be the problem.

Check to see if you have a shutdown script.

Remove it and then try the shutdown.

If that works then you need to review the script.
