Manually installing/deploying windows 7x32 using dism and winPE

Hi,
On my desktop I wanted to install windows 7 using dism:  here is what I did but the system will not boot to windows 7.

booted the desktop using winPE and captured deskC.wim and deskD.wim.
Using diskpart:
-selected disk 0
-clean
create partition primary size=260
format quick fs=fat32 label="System"
assign letter="S"

create partition primary size=220000
format quick fs=ntfs label="Windows"
assign letter="W"

rem ==    d. Prepare the Windows partition ======
create partition primary size=88000
format quick fs=ntfs label="Data"
assign letter="y"

-Using dism I had already captured the images of C and D drive

then simply applied image to each partition:

dism /Apply-Image /ImageFile:E:\deskC.wim /Index:1 /ApplyDir:W:\

dism /Apply-Image /ImageFile:E:\deskD.wim /Index:1 /ApplyDir:Y:\

bcdboot W:\Windows /s S: /f Both  >>>>I tried with BIOS option but the same result

Not sure if I have to do something with the system partition to make it work.  windows 7 does not boot after this process.  Any suggestions plz?

Please check if Your system partition is active

You should set the active partition in Your steps:

"....
create partition primary size=260
format quick fs=fat32 label="System"
assign letter="S"
active
.....
"
