Custom Power Plans

Just wanted some help on the best way to do this. I want to deploy a company power plan to all desktops and laptops.
I want the powerplan to install as the default power plan for all users, however following this the user can change the power plan settings/plan if they wish.

Adding the power plan via powercfg, works but doesn't set as default (ONCE) and GPO locks it down.

Is this possible?

Thanks in advance

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

You can use powercfg-attributes to hide items on advanced tab in power options.

I've uploaded file scroll down to change power settings attributes.
