What you will need to do is create a mail contact with the external email address associated to it. From there you should be able to view the mail contacts in the GAL or under the mail contact list. From here you can add that address to your outlook rule.

Hope this helps

You should be able to do this with the transport rules on the exchange server.

As per my understanding, That is not possible to configure in outlook for all external domain, but it is possible to create "Transport Rule" in Exchange 2007\2010\2013
