I'm attaching 2 snapshots they will answer your questions about the location of top rated photo and picture library see them and let me know if you want to make any changes into this:
Top Rated PhotoPicture Library

As you can see both are locating public folder so you have to verify that your public user profile is there and also run a check disk to make sure there is no file system issue.

Have you run a Search for "top rated photos " (without quotes)?
You may find it easier to use Everything, rather than Windows Search.

On the left side of your image, just below Homegroup, you should see Computer.

Under Computer and you should see your local hard disk - usually My Computer Name (C:).

Double click on C: and go to Users. Double click on Users and you will see the list of users on your PC, typically: Administrator, Default, Public, YourUserName, etc.

Each one of these will have a list of folders similar to this (usually more):User FoldersCheck the My Pictures folder in each user to see if you can find the images you are looking for.

If you saved these top rated as a theme and gave your theme a name
windows may have a store of them
open a theme then click on that themes background so it will take you to where all themes are,
 LocationC:\Users\User\AppData\Local\Microsoft\Windows\Themes
replace user with your name
Open C drive then Users >then ( your name)
Look for your theme
ThemesInside a theme folder
Inside theme folderIf you used these images in a theme and did not save it and ran some sort of cleanup they maybe lost then.
Can remember the name an image?
Go to search and type in the name
Libraries are only a link to your actual My Pictures in My Documents
NOTE~> PICTURES-VIDEOS-MUSIC-DOCUMENTS donot have the "MY" in front.
Like in My Documents My Pictures My Videos etc
If you did something in the library accidently deleted them you may have deleted them from the source as well.
Microsoft has this guide
http://windows.microsoft.com/en-au/windows7/libraries-frequently-asked-questions
What happens if I delete a library or the items in a library?
If you delete a library, the library itself is moved to the Recycle Bin.
The files and folders that were accessible in the library are stored elsewhere and therefore aren't deleted.
If you accidentally delete one of the four default libraries (Documents, Music, Pictures, or Videos), you can restore it to its original state in the navigation pane by right-clicking Libraries and then clicking Restore default libraries.

If you delete files or folders from within a library, they're also deleted from their original locations.
If you want to remove an item from a library but not delete it from the location it's stored in, you should remove the folder containing the item. When you remove a folder from a library, all the items in the folder will be removed (but not deleted). For more information, see Include folders in a library.

I did somehow find the top rated photos but i believe they were missing sample pictures that comes with windows 7. Also my second question that i posted and no one has answered it yet    (when i use my pictures library as my pictures location then browse only certain folders display pictures and the ones that do ,  do not display all the pctures that they have. I need help in making sure all my folders appear in my pictures library. Thank you every one)

This seems improbable. By default, the folder Pictures Library only contains LINKS to various locations on your computer/network that contain images, not the images themselves! You can add and remove folders by right-clicking on Library and selecting PropertiesFloders in Pictures Library

Well I did actually answer all your questions, maybe your not sure yet or dont understand it
Personally,
dont use the libraries, the default Location for your images is in my Documents~>My Pictures
When you add a folder to the Pictures library it is linking the My Pictures folder or whatever folder you linked.
If you remove images in the host folder it is reflected in the Library.
Library includes folderAs for the sample images maybe you lost them, look in Pictures folder for a folder named Sample Pictures, see it in my screen shot
sample picturesYou said~>I did somehow find the top rated photos<< where were they?
Good to know you found your Top Rated

I was trying to duplicate how u arrived at the screen shot that u had attached but I am not having much luck in duplicating it. Under desktop in my capture i  see libraries-{documents music pictures, videos} but in the same order as u have it on yours. there is downloads-Photo sream--recent places--sky drive.also i do not see users after home groups and then below u have My documents then my pictures which i do not have. In my documents folder  see comments below from previous reply  there are no My{ pictures,Videos or Music } as stated in the previous reply. I do not know why . Can u help me organize my set up like yours if it is not correct as u see.

Here's how to accomplish this display:Show foldersOpen (display the contents of) the various folders by clicking on the triangle at the left of the folder.

How I arrived at that screen shot " open Computer" if you have that on your desktop.
Then look down the Explorer preview Pane on the left.
Beside each folder is an down arrow you can expand.
if you hold your mouse over the library or any explorer folder the arrows appear take your mouse away those arrows dissappear. Bring your mouse back they appear again.
They can all be collapsed to make the explorer preview pane shorter.
explorer view down arrow on foldersMy computer regestered name is " USER"
Yours will have your computer name/account name?
Scroll down further in te explorer preview panel
I can't see your name listed in any of your screenshots probably because you are accessing  from the Library not your user account name.

I have not shared my pictures or any other folders with in the Library /Pictures.
I simply made a shortcut of MY PICTURES MY VIDEOS MY MUSIC MY DOCUMENTS to my desktop.
Want to see my desktop
I'm using a tool called Dex clock so I have the current time it includes wallpaper with the current time included saves me looking at the taskbar lol.
My Desktop
The Library is just the header for the Pictures,Music, Video,Documents
when I just click on Pictures mine only has the Nvideo and the Sample Images only
yours shows 2 locations at the top.
2 locationsWhen I expand Pictures- arrow it shows the Public folder that is automatically with windows explorer when a network is setup. They are default windows folder.
inside that again the sample images folder and Users folders.
I also have a network here, in other words I am on a lan so my explorer will include public folders
With regards to the sample images
It's possible you have taken that folder elsewhere
If you want them back try first doing a search type in to search Sample Pictures
they could be among your pictures wall paper in your personal My Pictures somewhere else. Look in the Public Folder if you have it.
Try searching for Chrysanthemum.jpeg Desert.jpeg Hydrangeas.jpeg Jellyfish.jpeg
Koala.jpeg Lighthouse Penquines.jpeg  Tulip.jpeg
If you have a flicker account download here
Or type in to Google Search Windows 7 Sample images click on Images here's the results

regarding>>
Library includes folder
Library-includes-folder.JPG<< is that the name of the folder?
I need further explaination here. Do you have show hidden files and file extension enabled?
If I understand what you have posted there I recall with XP when I wanted to change the folder picture I just added an image and renamed it folder.jpg
Then that folder would have that picture as it's icon.

Other good experts have also provided excellent explainations.
I have a question for : pradeep08_81
your folder directory for public is D:\ not C:\  http:#a39467934

Does that help you basemkhawaja64
