Internet explorer will not download

Internet explorer 10 will not download any files. The message says the file couldn't be downloaded.

Things that I have tried.

uninstall and reinstall back to ie 8
reset and delete personal settings
disable windows defender
run extensive spyware/virus scans

I do not want to have to make another user account

Anything in your error logs?
when you downgraded to IE8 could you download files? Does firefox or chrome work for downloading files? what do you event logs show?
Try disabling you firewall.

Write the exact error message here.

Get the IE to "Compatiblity view" and try again.

I'll consider the repair install.
Test purpose

In IE9 or 10

1. FTP:-Try downloading this file from ftp link ftp://ftp.coreftp.com/coreftplite.exe
If you are able to download this file then ftp part works.

2. Http: Try downloading this file from http link
http://www.coreftp.com/download/coreftplite.exe

Post results and if possible screenshot or video.

Ded9
neither download method works. It says corelite.exe couldn't be downloaded
Internet options- connection - lan settings- uncheck all options...restart IE and check.

start- all programs-accessories-system tools- IE with no addon ...check whether you can browse websites.

Ded9
That didn't work
Close all apps and then run this fixit

Ded9
tried that already. Didn't work.
Well, a system repair install (not full install) is the method to try, at this time.  :-(
Do you have any other security software.

Turn off windows firewall and check.

Ded9
The system repair or in place upgrade worked.
Great. You got it working. :-)

System Repair and In Place Upgrade are not the same thing.
Which was it?

System Repair (suggested by aadih but no info given)
http://windows.microsoft.com/en-us/windows7/create-a-system-repair-disc

which leads to System Recovery Options
http://windows.microsoft.com/is-is/windows/what-are-system-recovery-options#what-are-system-recovery-options=windows-7

In place upgrade (also known as Repair Install) which I suggested.  See http:#a39468234  .
