IE 10 upgrade opens new blank tabs and windows

Since I upgraded IE 9 to IE 10 on Windows 7 (32-bit) I have a problem with links that open new windows/tabs (as I had new windows open in tabs). The tabs open completely blank. It appears to be a permissions issue since for a second I see the red security symbol appear
where the location bar is on the new tab.

I have tried running IE without add-ons.

I have tried the reset procedure suggested online with a batch of scripts that are meant to reset my IE. Seems that the reset never takes place as upon restart favorites and other custom settings are still present.

I tried also re-registering the ieproxy.dll and ieframe.dll  That did not work either.

I also tried removing IE all together from the Windows components and reinstall. Same issue... It has rendered IE useless to the point that I am using Chrome and Firefox instead but I do have some sites that need IE because of Active X and would like to restore it. I was wondering if you have any other suggestions short of making a fresh install...

Suspecting permissions so I wonder if using Filemon or something equivalent will help. Any suggestions?

You can uninstall IE 10 and go back to IE 9. On the Programs and Features page, you need to ensure you've checked the View Windows Updates option. IE 10 will show up under Windows Updates.

I've worked with a lot of people who had problems with IE 10 from day 1, and uninstalling it (and therefore rolling back to IE 9) always seems to resolve the problems; it's what I would suggest.

Is this happening with any new tab?  
What are you using as an antivirus app?  You might try disabling it briefly and see if that solves the problem.
What are you using as a firewall?  

This might be a quick fix.

What it does is register some .dll files, but you may have done that already.

I do not feel this is a permissions problem, but I could be wrong.  I do not know what you mean by "red security symbol ".

Favorites are not affected by doing a reset.

Update...

It seems that the issue is opening/spawning new windows not tabs. Because in my settings I had new windows to open as tabs, this is why it appeared as a tab issue. Now I have narrowed it down to opening new windows from a link within the browser or an application like Outlook.

Yes...new windows and popups (popups are enabled for testing purposes).

I uninstalled IE10 and still have the issue occuring using IE9.  Have tried, no addons, all the IE Fixit tools as well as running all the regsrv32 commands in Command Prompt as administrator.
Even re-imaged the computer (Dell OptiPlex 790) only to have the problem re-occur.
I gave up.

Tried all the fixes so far, short of re-installing everything from scratch. It is so strange that there is no fix with so many people reporting this issue. I do not see why a reinstall of the browser does not fix this...

So far I have done everything above. Some of those solutions multiple times.

By popups I do not mean window popups. Those are browser popups triggered by javascript or a new window HREF target...

The windows opens but it is blank. I originally stated that my IE opens blank tabs because I had set "new windows" to open in new tabs.

I found an effective workaround -- use Chrome Internet Explorer Emulation extension.

Thank you very much for the suggestion. Yes that solves my problem with IE compatible pages. As much as I would prefer to work on the native IE environment this does work under Chrome.

Not the perfect solution but one that helps me nevertheless and this is why I graded this with an A...

Meantime MS can wonder why in the world Google and Apple are taking big bites out of its PC business.
