Excel File Locked Out By Self

We are having an issue with an excel file on a network drive, where a user opens an excel workbook 'stats.xls', closes out of it, tries to reopen the file and gets

It is locked out for all other users trying to access it also.
We have tried deleting Temp folders in both Windows folder and local users folder.
Also there are no temp files (~$stats.xls) remaining in the files folder.
We have found that the file appears to unlock itself automatically after a certain period of time(maybe 1-2Hrs).
Is there a solution to this problem other than having to wait for it to unlock?

There are many facing this issue, but there is a workaround, just try

   1. Click Start, and then click Run.
    2. In the Open box, type regedit, and then press ENTER.
    3. In Registry Editor, locate the following subkey in the registry:
    4. HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet \Services\LanmanServer\Parameters
    5. In the right pane, click EnableOplocks, and then press ENTER.
    6. In the Value data box, type 0, and then press ENTER.
    7. Quit Registry Editor.

This free file unlocking utility is a must have on every system. I've been using it for many years and have unlocked hundreds of files with it (and found out what process was causing the problem).
