Outlook 2013 Works only with Run as administrator

I have a brand new Windows 7 64 bit station with Office 2013 loaded. Outlook 2013 when you open prompts "Can't open Outlook". If I right click and say run as administrator it works fine. I installed 5 new systems and there is only one system that this happens on. User accounts all have local admin rights. Any thoughts as to why this is happening and how to fix it? I have tried re-installing. Same results.

I would try opening in safe mode to see if there is an add-in that may be affecting it.

To open in Safe mode, hold down CTRL while launching outlook.
I would blow away, or at least rename that user account and reinstall. Make sure its not a roaming profile

tried safe mode did nothing, recreated the account (profile) that did nothing as well. Thanks

for now I've just set all the icon as admin privileges. Office 2013 has been quirky. MS is not accounting for business networks. Too much online integration. I think it's something in the registry at this point. Gonna close this out for now. Not getting anywhere and don't have time for it now.
