Port 135 can't be open if your telnet test is failing. You have already proved the firewall is at fault.

In the Firewall with AS settings, try adding a manual rule to allow traffic for port 135; what result does that give you?

Often dis- and re-enabling the firewall rule helps.

Computer configuration -> Policies -> Windows Settings -> Security Settings -> Windows Firewall with Advanced Settings - > Inbound Rules -> Windows Management Instrumentation (WMI In )
