How to access control panel in windows 8 Professional

I have just installed Windows 8 professional.
how do I access the control panel and is it possible to get a command shell prompt so that I can run secpol.cmd etc..
Why does Microsoft continue to dumb-down the user interface? Presumably to deter users from understanding the operating system ?

Much like in Windows 7:

Go to Start and type in "control panel".
Go to Start and type "cmd" or "command prompt".

You can then pin them to you Taskbar.  You can also pin it to your Start Screen.
If you're using a mouse you can also move the mouse to the bottom left corner of the screen and right click.  You'll get a menu that includes Command Prompt and Control Panel access among other things.  (Screen shot included)

Best thing to remember for Win8 and Server 2012 is key combination of Win+X (hold down windows key and press x) as this will open a menu option where you can select Control Panel, Programs and Features, Run, etc.
