Branch Office Setup - Where to Start

I am Planning on setup up a branch office to link with AD at my main location.

I need some advice on where to start. I have 1 DC\File Server at Main office, do i need a DC at the BRanch office? ALso do i need some appliance to create the site to site vpn, or do i need a site to site, is there another way to do this. I guess just some prerequisites to start off with.

If you want to integrate new site with AD,  you will need to establish network connectivity between two sites and considering the number of users in new site you may plan to have or not to have DC on new site...Typically if I have more than 20 users in new site..I would have deployed the DC

Make sure you keep the ports open for authentication or replication.

How many users at the site, how are they logging in now.  Do you currently have any connection to the site?

Main Site is Small, only 20. Branch Site is in the Development Stage , that Branch Site is under construction, so it is essentially a blank slate at the moment on how to set it up. I am curious if i can use routing and remote access built into windows server or if i need to use an isa server equivalent.

A VPN or direct connection would work for the branch site.   I'm not an expert on that side but if it is a small branch you can probably get away with having them use the DCs in HQ.
