Windows cannot access the file gpt.ini for GPO

Keep getting Userenv Event ID 1030 and 1058 for same Domain Admin account.
Looked in sysvol and I don't even see a GPO with Policy specified {5801C881.......}

Windows cannot access the file gpt.ini for GPO cn={5801C881-CBC3-4666-AFA6-85650C41C639},cn=policies,cn=system,DC=domain,DC=com. The file must be present at the location <\\domain.com\SysVol\domain.com\Policies\{5801C881-CBC3-4666-AFA6-85650C41C639}\gpt.ini>. (The system detected a possible attempt to compromise security. Please ensure that you can contact the server that authenticated you. ). Group Policy processing aborted.

Are there any error showing in NTFRS logs..?
How many DC's do you have ..is there any policy folder missing ...(Open GPMC.msc and see if all GPO's are accessible)

Over 200 DCs

I found the GPO...
Its a windows 7 pointy and Print Policy with the settings as follows:
It is added to the root of domain.com with enforced enabled.
I don't see the {policy GUID} anywhere on remote or main DC
Both DCs have 59 GUID folders.
