Exchange 2010 Blank Retention Policy for Archive Mailbox

We are looking to implement a retention policy so that any items older than 45 days in a user's mailbox are deleted. First we would like to enable the archive mailbox without this policy, instead a blank policy so that users may move any items to the archive mailbox prior to the 45 day rule is implemented, what would be the best way to achieve this.
