We are looking to implement a retention policy so that any items older than 45 days in a user's mailbox are deleted.  First we would like to enable the archive mailbox without this policy, instead a blank policy so that users may move any items to the archive mailbox prior to the 45 day rule is implemented, what would be the best way to achieve this.

By default, Exchange 2010 comes with two retention policy’s, Default Archive Policy, and Arbitration.
