Cannot set printer redirection in Remote Desktop Server

I have a Windows server 2008 R2 machine that is used for Remote Desktop Server. Our users are getting slow response from their local printers.
I would like to check the GP but can't find Printer Redirection. The path used to be:
Computer Configuration\Administrative Templates\ Windows Components\Terminal Services\Terminal Server\Printer Redirection.

I cannot find Terminal Services under the path.
Any ideas?

I don't even have the Remote Desktop Services.
I have RDS installed and licenses set but still don't see this in the path.

How are you modifying the group policy? I.e. from a Server 2008 R2 domain controller, from the Server 2008 R2 locally? Another method?
