How to grant an AD account Full-Read rights to Global Address List

We are running Exchange 2010 SP2 RU6.

I have been asked to grant one of our operational accounts Full-Read rights to Global Address List.
 
1. How do I action this?
2. How do I test to see whether the account has Full-Read rights to Global Address List?

The operational account in question does not have a mailbox.

Global Address List is located at Exchange Organization node.

So I need to add the user to "View-Only Organization Management".

I only want to enable the user to have Read rights to Global Address List. Is this the correct way?
