Access file sharing troubleshooting

I'm using Access 2010. I have created a database in 2003 format. I want to share the file with people located in different countires. I have created a folder for everyone to access. The problem is that some users can open and view the databse, some users get an error message stating they do not have permission to use the file. When they press ok, the file eventually opens but no data is available.
I have spilt the file using the access wizard and I have also tried by splitting the file by creating 2 files and linking the tables of one file to the other file which holds the other objects.

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Have you verified the permissions on the file and folder share?  That's the first place I'd start with this.

Try creating a text file in the same share and see if the affected users can open that text file in notepad.
