Regexp in Views field?

I setup a View to display staff directory from content type "staff directory".

I want to force people to enter minimum x3 characters to search  by last name.

I'm thinking some combination of Filter Criteria and PHP ?

Or is there a Validation tool I can use with Views?

Try setting a contextual filter of type Global: Null, and on its settings, select the 'Provide default value' in the 'filter mot available' section.
Select 'PHP code' , and read the instruction as how to use the view's arguments.
