Outlook 2013 Email Icon Shortcut Issue

Has anyone encountered this before? My boss's Outlook 2013 view somehow pushed the shortcuts to the reading pane, and after 20 minutes of looking, I cannot find a way to restore them to their rightful location in the inbox pane.

Anyone have a clue how to restore this?

I've tried a View settings reset, but no change their.

Also try an Office Repair.  Control Panel, click on Office, change and Repair.

See if a Repair fixes the issue. I have Office 2013 and that is not occurring on my machine.

starting Outlook in safe mode (CTRL+Outlook icon).

Bars start to be visible in safe mode. After restarting in normal mode, problem disappeared.
