You can controll this with GPO's. We have english, german and french on most of our Servers.
We work with Groups and Group Policies.

How would I do this with a gpo?

You will have to create OU's ( Organizational Unit's like english_users or en_users etc.  ) . After set the language for them under:

Computer configuration\Administrative Templates\Control Panel\Regional and Language Options\Restricts the UI language Windows users for all logged users

in the GPO.
